Judgment calls

Positions summarize typical stances from primary sources and reference works. Where an axis is genuinely contested, the reasoning is below.

Markets
His government set out to liberalise Israel's socialist economy toward the free market, though the programme triggered high inflation; scored toward free markets.
Welfare
Appealed to poorer Mizrahi voters while cutting subsidies; documented welfare positions are mixed, so scored at the middle.
Authority
Spent nearly 30 years as a parliamentary opposition leader and accepted electoral defeat, while coming from a movement that stressed strong leadership and discipline; scored near the middle.
Religion
Openly embraced Jewish tradition in contrast to secular Labor, and his government banned the national airline from flying on the Sabbath.
Foreign policy
Ordered the 1981 strike on Iraq's nuclear reactor and the 1982 invasion of Lebanon, but also made peace with Egypt and returned Sinai; scored toward strength.

One axis is marked as no clear record: there is no reasonable basis to place Menachem Begin there, so matching leaves it out.

Who was Menachem Begin?

Menachem Begin was born in Brest-Litovsk in 1913 and studied law in Warsaw, where he joined Betar, the youth movement of Ze'ev Jabotinsky's Revisionist Zionists. Imprisoned by the Soviet authorities in 1940-1941, he reached Palestine with the Polish army and in 1943 took command of the Irgun underground. After independence he founded the Herut party and led the opposition for nearly three decades. In 1977 his Likud bloc won the election, making him prime minister. He shared the 1978 Nobel Peace Prize with Anwar Sadat, resigned in 1983 and died in 1992.

Legacy

Admirers credit Begin with giving a political voice to Mizrahi Israelis who felt ignored by the Labor establishment, with Israel's first peace treaty with an Arab state, and with a firm defence of Jewish security. Critics recall that the Irgun under his command carried out bombings against the British and took part in the 1948 massacre of Arab villagers at Deir Yassin. The 1982 invasion of Lebanon drew Israel into a long occupation, and an Israeli inquiry later found his government indirectly responsible for the massacre of Palestinians by Lebanese militia at Sabra and Shatila. Rising inflation also damaged his economic record.

In their words

Peace is the beauty of life. It is sunshine. It is the smile of a child, the love of a mother, the joy of a father, the togetherness of a family.
Nobel Peace Prize lecture, Oslo, 10 December 1978
